ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНИЙ МЕХАНІЗМ ВПРОВАДЖЕННЯ ІННОВАЦІЙ НА ПІДПРИЄМСТВАХ АГРАРНОЇ ГАЛУЗІ
Анотація
У статті розкрито сутнісні засади та прикладні підходи до формування організаційно-економічного механізму інноваційної діяльності аграрних підприємств з урахуванням галузевої специфіки, сучасних викликів та стратегічних пріоритетів сталого розвитку. Акцентовано на ролі інновацій як ключового чинника підвищення конкурентоспроможності, стійкості та адаптивності аграрного сектору в умовах зростаючої нестабільності, структурних трансформацій і післякризового відновлення економіки України. На основі аналізу статистичних даних і компаративного вивчення міжнародного досвіду (зокрема країн ОЕСР та ЄС) встановлено критично низький рівень інноваційної активності аграрних підприємств України у порівнянні з розвиненими державами. Виявлено ключові бар’єри впровадження інновацій: обмеженість фінансових ресурсів, слабка технологічна інфраструктура, низька інституційна спроможність, недостатній рівень взаємодії науки та бізнесу, фрагментарність державної підтримки. Запропоновано аналітичну таблицю з викликами, шляхами їх подолання та відповідними міжнародними документами. У результаті проведеного дослідження сформовано багатокомпонентну модель організаційно-економічного механізму, яка охоплює інституційний, фінансово-економічний, інформаційний, кадрово-освітній, нормативно-правовий, технологічний та мотиваційний блоки. Обґрунтовано функціональну взаємодію елементів механізму як передумову його цілісного та ефективного функціонування. Зроблено висновки щодо доцільності інтеграції окремих положень моделі у державну політику підтримки аграрних інновацій, з урахуванням викликів війни та необхідності переходу до цифрово-зеленої економіки. У межах подальших досліджень передбачається розроблення індикативної системи оцінки ефективності механізму, з урахуванням галузевих та регіональних особливостей аграрного виробництва.
