ORGANIZATIONAL AND ECONOMIC MECHANISM OF IMPLEMENTING INNOVATION AT AGRICULTURAL ENTERPRISES

Abstract

The article reveals the essential foundations and practical approaches to the formation of an organizational and economic mechanism for innovation activity in agricultural enterprises, taking into account sectoral specifics, current challenges, and strategic priorities of sustainable development. Emphasis is placed on the role of innovation as a key factor in enhancing the competitiveness, resilience, and adaptability of the agricultural sector in the context of increasing instability, structural transformations, and the post-crisis recovery of Ukraine's economy. Based on the analysis of statistical data and a comparative study of international experience (in particular, OECD and EU countries), the critically low level of innovation activity among Ukrainian agricultural enterprises compared to developed economies is established. Key barriers to innovation implementation are identified, including limited financial resources, weak technological infrastructure, low institutional capacity, insufficient interaction between science and business, and fragmented state support. An analytical table is proposed, summarizing the main challenges, ways to overcome them, and relevant international regulatory frameworks. As a result of the study, a multi-component model of the organizational and economic mechanism was developed. It includes institutional, financial and economic, informational, educational and human resource, regulatory and legal, technological, and motivational components. The functional interconnection of the mechanism’s elements is substantiated as a prerequisite for its systemic and effective operation. Conclusions are drawn regarding the feasibility of integrating certain aspects of the proposed model into state policy to support agricultural innovation, taking into account the challenges of war and the need for a transition to a digital-green economy. Further research is expected to focus on developing an indicative system for evaluating the mechanism’s effectiveness, considering sectoral and regional characteristics of agricultural production.
