ANALYSIS OF THE DEVELOPMENT OF INVESTMENT PROCESSES AGRICULTURE SPHERE IN THE CONDITIONS OF PRE-WAR INFLUENCE AND THE POST-WAR PERIOD ON THE EXAMPLE OF MYKOLAIV REGION
Abstract
To date, the ongoing full-scale military aggression of the Russian Federation against Ukraine has caused a lot of material damage to the human, infrastructural and agro-food resources of the Mykolaiv region. Post-war sustainable development of the Mykolaiv region in conditions of limited financial resources, investment resources should be directed not only to solving serious problems in agriculture, but also, first of all, to the development of industries and industries capable of generating significant effects with a shorter than now payback period" of the post-war recovery of the region. A sufficient level of investment companies support is necessary to increase the efficiency of economic activity enterprices. The formulation of the conceptual principles of the strategy is based on general principles (openness, cooperation, innovation, synergy, diversification, equivalence and specialization) and new principles (subsidiarity, comprehensive regional approach, partnership and cooperation, sustainable investment, development of networks and spatial planning). The role of investment activity as a key factor in increasing production efficiency and ensuring stable economic growth is constantly growing and in modern conditions is becoming a priority for agricultural enterprises. According to the survey, the most urgent issues that need to be solved in the investment process were the replacement of obsolete machines and equipment thirty six percent and the reduction of production costs twenty one and eight percent. Intensive development of agro-food production involves technical modernization, reconstruction, renewal of the working part of fixed assets and new construction of facilities (for example, livestock farms, distribution and marketing infrastructure). However, the ability of agricultural producers to realize these areas of investment depends on their financial condition, the size of enterprises, the efficiency of their activities and other criteria that affect their ability to generate their own investment resources and the availability of loan funds.
