TRANSFORMATION PRINCIPLES OF THE DUAL FORM OF HIGHLY QUALIFIED STAFF TRAINING OF THE AGRICULTURAL SECTOR OF THE ECONOMY AS A FACTOR OF ACCELERATED REDUCTION OF THE PERSONNEL DEFICIT

Abstract

The article is devoted to the study of the transformational fundamentals of the dual form of training of highly qualified personnel for the agrarian sector of the economy. The introduction of dual education, which combines theoretical training in industry institutions of higher education with practical training in agricultural enterprises, is considered a key factor in the accelerated reduction of the personnel deficit in the industry. The main attention is paid to the analysis of the effectiveness of the dual form of education in the context of modern challenges and needs of the agricultural sector. Arguments are presented regarding the expediency of close cooperation between institutions of higher education and enterprises for the formation of relevant and practically oriented students of higher education within the framework of public-private partnership. An analysis of the types of public-private partnership contracts was carried out as part of a SWOT analysis to determine the strengths and weaknesses when used as part of a dual form of education. In addition, the issues of adaptation to the requirements of the labor market, increasing the motivation of students through the provision of real employment opportunities and the development of professional skills are considered. The article substantiates the need to modernize the personnel training system, taking into account international experience and innovative approaches, which will contribute to the sustainable development of the agricultural sector and increase its competitiveness. The practical significance of the research results lies in the identification of trends, priorities and value orientations, which are key in improving the quality of training of specialists in the agricultural sector, which will contribute to increasing the efficiency of national agribusiness and achieving the goals of sustainable development of agriculture, ensuring competitiveness in the global agri-food market.
