PUBLIC-PRIVATE PARTNERSHIP AS AN OBJECTIVE NECESSITY FOR THE DEVELOPMENT OF THE NATIONAL ECONOMY
Abstract
The article explores various approaches to understanding and interpreting public-private partnership as a tool for interaction between public and private entities in the context of the transformation of the national economy. The individual positions of domestic scientists who devoted their research to clarifying the features of public-private partnership are taken into account, and the regulatory and legal support for public-private partnership is partially analyzed. Considerable attention is paid to foreign approaches and positions of foreign researchers that differ from domestic approaches, which allows us to critically analyze the need to improve the current mechanism. Particular attention is paid to the investment advantages of public-private partnership. It is found that the investment development of the national economy becomes possible through the implementation of public-private partnership projects, but it is important to take into account the condition according to which all projects must be aimed at satisfying the interests of the population. Thus, the role of the public in implementing the goals of public-private partnership is considered and it is proposed to consider the public as one of the participants in such relations. It is concluded that public-private partnership as a specific form of interaction between the public sector and private entrepreneurship in modern conditions of transformation has acquired modern features and characteristics that allow us to assess in a new way the level of influence of this form of interaction on the state of development of the national economy. It is proposed to include such features: public-private partnership should be considered not only from the point of view of a new form of organization of economic activity, but also as a new form of organization of public administration and influence on those spheres of the economy and provision of public services that need improvement and cannot be improved through the participation of the public party alone; public-private partnership should primarily be based on the needs of the society and citizens, considering such needs as a criterion for differentiating PPP projects, and therefore taking into account public opinion forms the emergence of a new participant in relations that are formed within the framework of the implementation of PPP projects – civil society; PPP in modern conditions should be independent of the political situation, which can have an unjustified influence on the implementation of projects. The need to approve a new current concept for the development of PPPs, which will take into account the inclusion of the public in project participants and meet the needs of citizens, is emphasized.
