ORGANIZATIONAL AND ECONOMIC MECHANISM OF PERSONNEL QUALIFICATIONS IMPROVING IN THE AGRICULTURAL SECTOR OF ECONOMY

Abstract

Today, the improvement of personnel qualifications in Ukraine exhibits unstable indicators due to several factors, such as military conflict and economic instability. Despite these challenges, the country is gradually adapting and emerging from the crisis situation through government initiatives, international support, and the active use of modern technologies. It is deemed necessary to characterize the organizational and economic mechanism improving personnel qualifications, which is aimed at ensuring economic growth. This article is dedicated to analyzing the possibilities of building an organizational and economic mechanism improving the qualifications of personnel in the agricultural sector of the economy and substantiating the approaches and components of its formalization. This mechanism should take into account technological changes, environmental requirements, and constant legislative changes. The article justifies the necessity of constructing an organizational and economic mechanism for improving personnel qualifications that will ensure economic growth, considering technological changes, environmental requirements, and changing legislation. The implementation of the latest technologies and adherence to the principle of sustainable development are critically important. By developing a mathematical function that, depending on the structure and type of organization, considers numerous variables and coefficients showing the advantages and disadvantages of management policies, it allows for a quick response and demonstrates the effectiveness of implementing a divisional management structure. This structure takes into account the specifics of the region, product, and equipment, applying a comprehensive approach to training.
